Why heat, not cold, is the design problem here
Most insulation guides written for colder countries focus on keeping warmth in. In Qatar, the UAE, and the wider GCC, the job is the opposite: keeping heat out. Rooftops absorb direct sun for most of the day, and without a thermal barrier, that heat moves straight through the slab and into occupied space below, forcing the air conditioning system to work against a constant incoming load rather than just maintaining a set temperature.
This is why insulation and roofing decisions in this region cannot really be separated. A roof that is waterproofed but not insulated still lets the building act like an oven during summer months, even if it never lets a drop of water through.
How thermal insulation reduces air conditioning load
An air conditioning system sized for a poorly insulated building runs almost continuously during peak heat, cycling on and off far more than it should, which shortens the life of the compressor and drives up running costs. Add a proper thermal barrier and the same system suddenly has a much smaller heat load to fight, which means shorter run times and less mechanical wear.
Facilities teams often notice this most clearly at the annual air conditioning system service: units in insulated buildings tend to show less strain on components like coils and compressors compared to units carrying the full brunt of an uninsulated roof or wall.
Insulation does not lower the outside temperature. It lowers how much of that temperature the building actually has to fight.
Foam board and other insulation types
Foam board is one of the more common choices for flat roofs in this climate because it is rigid, holds its shape under foot traffic during maintenance, and layers cleanly under a waterproofing membrane. Spray-applied foam is another option, useful for irregular surfaces and penetrations where rigid boards would leave gaps.
The right choice depends on the roof type, the loads it needs to carry, and what is going on top of it. A podium deck with vehicle traffic needs a different insulation approach than a residential flat roof that only sees occasional foot access. Getting this wrong does not usually cause an immediate failure, but it does show up later as a building that never quite performs the way the energy model predicted.

Where insulation and waterproofing overlap on a roof
On most flat roofs in this region, insulation and waterproofing are installed as one system, not two separate projects. The sequence matters: insulation typically sits below the waterproofing membrane, protected from direct weather but still doing its job of blocking heat transfer through the slab. Get the layering wrong, or use a membrane that is not compatible with the insulation beneath it, and moisture can get trapped between layers, which causes problems that are far more expensive to fix than doing it properly the first time.

Signs an older building needs re-insulating
Rooms directly under a flat roof that stay noticeably hotter than the rest of the building, air conditioning bills that climb every summer without a clear reason, or a roof that was waterproofed years ago with no insulation upgrade at the time are all signs worth investigating. Insulation does degrade, especially if it has taken on moisture from a membrane that failed at some point in the past.
A proper inspection can tell you whether the existing insulation is still doing its job or whether it has become compressed, saturated, or simply outdated for current standards.
